The Federal Write-in Absentee Ballot from OVF is a Vote-Print-Mail Ballot system for generating your ballot. The system will guide you through the GA state-specific questions and will present you with the candidate list for the GA State U.S. Senate Runoff Election. You can simply point, click, vote and then print your ballot for faxing and mailing.

The OVF Vote-Print-Mail Ballot system will produce the proper ballot documents and provide you with complete instructions including your Georgia county election office mailing address and your election official contact information.

Important: the printed, signed Voter’s Declaration and Affirmation page and your paper ballot must be sent back to your GA election office by postal mail or courier to be valid and counted. Act fast to get your ballot back to your election office immediately!

State Option: The OVF Federal Write-in Absentee Ballot is for the U.S. Senate election only. If you would like to vote in statewide elections as well, you may opt to use the Georgia State Write-in Absentee Ballot:

  1. The Georgia State Write-in Absentee Ballot (SWAB) was pro-actively provided to voters with their ballots for the November 4th General Election. You may also use that ballot for this election and you may also vote state offices. It must be accompanied by a special Oath which must be signed, and glued to the outside of the envelope.
  2. You may download the SWAB and consult the instructions on the Georgia Division of Elections on the Secretary of State website.
  3. The required SWAB Oath must be included for the SWAB to be valid.

Social Security and Medicare for Americans Abroad

Our friends at the Association of Americans Resident Overseas (”AARO”) have just published:  Social Security and Medicare for Americans Abroad  - how it works when you live outside the US.

According to the AARO, the booklet is a “primer on Social Security and Medicare for Americans Abroad.”  The subject of one one of the most frequent requests for information AARO receives.

Produced by Thomas Rose, chairman of AARO’s Social Security Committee and an AARO board member since 1998, the booklet concisely describes the history and policies governing U.S. Social Security and Medicare programs and how they affect Americans who work or retire outside the USA. OVF 2008 Post Election Survey

We are moving into post election mode and want to help to direct Americans overseas to the Overseas Vote Foundation (”OVF”) 2008 Post Election Survey.

This is OVF’s third post general election survey and a very important one. It is not OVF centric. It is all about overseas and military voting and determining where problems persist. The analysis and publication will be done together with the Research Triangle Institute.

Why Is Voting Overseas So Difficult?

Voting from abroad is hard work, as this article from The American makes clear. TIME Asia also reported on the hurdles faced by Americans wishing to vote from abroad, including the irregular ballots from Los Angeles County, California this election.

The Case for Obama

My op-ed in support of Senator Barack Obama was published by The Local this afternoon. The unedited version is below.

Having lived in Sweden for the past several years and heard the criticisms of America in the press and “on the street” all over Europe and even Asia, I have been stunned at the swiftness of our fall from grace in the world’s eyes. Underneath these criticisms though, I sense a belief in American ideals and that America’s innate optimism still makes the world round. To reignite those ideals in the eyes of our friends overseas we must restore America’s moral authority so that America can once again lead by the power of our example, to paraphrase former President Clinton’s speech at the Democratic National Convention. Senators Barack Obama and his running mate, Senator Joseph R. Biden, Jr. understand this and will work to restore America’s moral leadership in the world with an understanding that the world shares both a common security and a common humanity. Moreover, they know Americans abroad are uniquely aware of the impact of U.S. government policies on the rest of the world and recognize that it is time for America to be seen as a global leader once more.

Significantly, Senators Obama and Biden understand the issues and concerns of Americans abroad and, if elected, will work to:

* ensure that Americans abroad have every chance to compete on a level playing field
* make sure that the Social Security Administration’s guidelines on receiving Social Security benefits abroad are made more accessible and that embassy officials are properly trained on Social Security issues.
* address citizenship denials and their effects on travel, immigration of family members, and citizenship in a manner that protects American interests
* ensure U.S. embassies and consulates streamline the citizenship claim process for American children born abroad and that regulations on reporting the birth of a child born to an American abroad are more widely communicated to Americans living abroad
* ensure that American citizens abroad have the ability to exercise their voting rights and to make the overseas voting process more transparent and accessible
* find an efficient and accurate procedure to count Americans living abroad in the U.S. Census
* understand the role of Americans abroad in determining U.S. policy and will work with members of the Americans abroad community and U.S. embassies to determine how the government can be responsive to the concerns of overseas Americans and work to establish a direct dialogue with Americans abroad
* develop and implement concrete plans for how U.S. embassies and consulates communicate basic information to Americans abroad
* restore America’s standing, reputation, and authority in the world by respecting civil liberties, ending torture, restoring habeas corpus and the rule of law, making the U.S. electoral processes fair and transparent, and fighting corruption at home

Given his relative inexperience, it is true that Senator Obama may have a learning curve on foreign relations, but he has shown sound judgment on these issues during the campaign and Senator Biden has broad foreign-policy expertise and is the leading Democrat on these issues.

Domestically, Senator Obama has what it takes to lead America forward as well.

He has a comprehensive energy strategy, which does call, in part, for offshore drilling and includes massive investments in new, clean technologies. But the Republican mantra of “drill, baby, drill” conjures images of Luddites blocking human and technological progress.

The balance of the Supreme Court is also at stake. The next president will have the chance to appoint one or more Supreme Court justices. This is significant because the Court is one vote away from being dominated by conservatives. What is more, the past eight years have witnessed a steady erosion of the rule of law as people have been imprisoned without charges and secret orders, secret prisons, outsourced torture and other “black” programs have proliferated. Alarmingly, we just do not know how many fundamental civil rights have been violated as a result. Senator Obama has promised to identify and correct these attacks on our cherished democratic system and institutions.

Disturbingly, the Republican Party has moved further to the right and become narrower in its approach. From calling Senator Obama un-American, to trying to paint him as a terrorist sympathizer, to impugning his religion, the party has attacked Senator Obama mercilessly and in an entirely inappropriate manner. General Colin Powell (a Republican) summarized his objection to this approach when he endorsed Senator Obama:

I’m also troubled by … what members of the party say. And it is permitted to be said such things as, “Well, you know that Mr. Obama is a Muslim.” Well, the correct answer is, he is not a Muslim, he’s a Christian. … But the really right answer is, what if he is?  Is there something wrong with being a Muslim in this country? The answer’s no, that’s not America. … Yet, I have heard senior members of my own party drop the suggestion, “He’s a Muslim and he might be associated terrorists.” This is not the way we should be doing it in America.

Senators Obama and Biden know this and their campaign has been inclusive, crossing racial, ethnic, religious and generational lines while espousing a belief that all areas of America have values, not just small towns. Indeed, Senator Obama is a transformational figure who transcends the politics of fear, division and character assassination – a far too prevalent aspect of modern American politics.

He simply practices politics differently. This is evidenced by his response to the Reverend Wright controversy. Instead of going into standard political damage control, Senator Obama said, “My gut was telling me that this was a teachable moment and that if I tried to do the usual political damage control instead of talking to the American people like an adult — like they were adults and could understand the complexities of race that I would be not only doing damage to the campaign but missing an important opportunity for leadership.”

This refreshing approach to politics has energized America in way not seen since the assassination of Bobby Kennedy in 1968. Senator Obama’s rhetorical skills, leadership and message of hope coupled with his call for shared sacrifice and social responsibility have attracted millions of new voters and inspired many more. For example, earlier this month Senator Obama drew an estimated 100,000 people to a campaign rally in St. Louis, Missouri, and in September he raised $150 million from 632,000 new donors — overall he’s received donations from 3.1 million donors.

Senator Obama has demonstrated that he has what it takes to inspire, to build consensus on the problems we confront and to lead.

Americans abroad are very much engaged

Last night, one of my expat friends here pointed out to me just how engaged Americans abroad are in the political process back home.

For an American abroad to vote, that individual cannot simply rely on the Motor Voter Act to ensure that he or she is registered to vote each time they renew their driver’s licesne. Instead, a citizen wishing to exercise that most sacred of democratic rights, the right to vote, has to navigate the byzantine world of voter registration laws. In doing so, they can’t necessarily rely on fellow Americans abroad for help as each state, and indeed each county within a state can and unfortunately often do have widely divergent voter registraion and absentee ballot request rules and procedures. The Help America Vote Act helped eleviate some prolems, but too many obstacles remain that hinder or prevent the American diaspora — our de facto ambassadors to the world — from exercising thier most basic civic duty to vote.

McCain and Obama Seek Expat Israel Votes

Bloomberg.com reports that the McCain and Obama campaigns’ battle for Florida has opened a front in Israel.

According to Overseas Vote Foundation (”OVF”), voter participation has grown in Israel and American citizens living there are really engaged in this election. Supporters of both candidates are attempting to win the votes of the estimated 120,000 American citizens in Israel that are eligible to vote, with a particular emphasis being placed on voters from swing states, especially Florida.

There’s still time to get your ballot in. If you are registered but haven’t received a ballot, use OVF’s “Federal Write-in Absentee Ballot” tool and return it to your state using the Express Your Vote ballot return program which is underway now. The program is provided by Overseas Vote Foundation and supported by FedEx in 89 countries.  It was well researched with all states prior to launch, and voters can see on the front page www.overseasvotefoundation.org/expressyourvote the list of states that are participating is extensive. (The only state that does not accept express mail ballots is Alabama.)

With Express Your Vote, voters are instructed to staple one copy of the Air Waybill to the ballot envelope – it functions as the postmark.  This is known and accepted by all participating states.  The program offers highly-discounted rates from Canada, Latin American, Europe and the Middle East.  Free shipping is available from 14 Asian countries, Australia and New Zealand.

These services at these rates, including in many countries, at-your-doorstep-pick-up are not usually available to individuals overseas.

Voters can track their ballots through Express Your Vote and will receive an automatic confirmation of delivery.

Please note: It is very important that all overseas Americans groups support and communicate about Express Your Vote to their member voters.  Interest and use of the program will send a very strong message to all express courier companies that this is a good thing to do – to support U.S. overseas voters!  Lack of use will send the message that is not needed or appreciated and will affect future willingness on the part of FedEx and other courier companies to invest in similar actions in future elections.

The McCain Position on Americans Abroad

Last month, I posted the Obama Biden positon on Americans abroad. The McCain campaign recently announced the McCain Palin position on Americans overseas — a very strong, positive and innovative statement describing the approach they would take on our behalf of Americans abroad. What is particularly noteworthy is Senator McCain’s promise to: “To make our country more competitive, John McCain wants to turn global markets into level playing fields for American citizens and companies everywhere.” The statement reads in part:

US citizens living abroad may be distant, but they are not disengaged. In fact, as unofficial American Ambassadors, they play a vital role in the life of the nation.  Not only do Americans abroad vote and pay taxes, they are often the first contact other nationalities have with our country and you experience firsthand the impact that our government’s policies have overseas.  No matter where Americans may find themselves, John McCain cares about their welfare, hopes and fears.  As President, John McCain will work hard to improve the United States’ image in the world.  But image is not everything.  Above all, John McCain is committed to protecting the lives and livelihoods of all Americans and defending their personal freedoms.  Through reform he will tackle the severe US trade deficit and strengthen the dollar, while providing a more inclusive, peaceful and prosperous future for all Americans.

And goes on to address these specific areas.

  • The Role of Foreign Policy for Americans Abroad: Senator McCain believes the U.S. must listen to the views and respect the collective will of our allies and when we believe that international action is necessary we will try to persuade our friends that we are right.  But we must also be willing to be persuaded by them. As President, McCain would foster peaceful development to reduce the chances of war breaking out. Significantly, a President McCain would respect and uphold the Constitution and fight terrorists while at the same time defending fundamental rights.  What is more, a McCain administration will not torture or treat inhumanely suspected terrorists and will close the detention facility at Guantanamo Bay and “come to a common international understanding on the disposition of dangerous detainees under our control.”
  • Economic Prosperity for Americans Abroad: Senator McCain believes that globalization is an opportunity for American workers and he wants to turn global markets into level playing fields for American citizens and companies everywhere.
  • Voting from Abroad: McCain will make sure the voices of Americans abroad are heard.  Absentee voting is a complicated and disenfranchises many Americans, affecting the Armed Forces and civilians alike.  The rules and regulations surrounding absentee voting must be made simpler and more uniform, and should find secure means to vote electronically.
  • Social Security: McCain will work to make US Social Security services more accessible to Americans living and working overseas.
  • Census: A McCain administration would ensure all Americans are counted. At this time, the US Census counts overseas members of the military, federal civilian employees, and their dependents, but does not include private citizens residing abroad.  With an estimated 6 million Americans, discounting private citizens leaves the US Census lacking.  John McCain would work with the Census Bureau to find an effective, inclusive way of counting all Americans living abroad for the purpose of the apportionment of Representatives among the states.
  • Transmission of Citizenship: As President, John McCain would respond to the need to clarify the issues surrounding the transmission of citizenship.
